All the time! As a community, artists of all genres and skill deserve helpful feedback as often as possible.
Most of the time. I'm happy to check genres, but the skill of the artist influences whether I provide feedback.
Sometimes. I provide feedback on what really grabs my interest, and that's about it.
Rarely. I barely have the time or even the words to provide meaningful comments.
Never. It's about impossible for me for a number of reasons.

I never give a critique or offer suggestions to improve or anything deep to an artist whom I don't already have a relationship. The reason is if I take the time to get to know someone and we have a mutual respect it's a lot easier to make inquiries or offer up my opinion regarding their work without it coming across as critical, invasive or demeaning. Trust me I've had a lot of horrific comments from random people who have no class or lack any kind of courtesy, while I've also had some thoughtful methodical comments from random people who understand the purpose of constructive criticism. I think it's best to give serious feedback to someone who first asks for it - that way you're not put off if they reject your words or come across defensive of their work.
